With over 130 civic leagues in Norfolk, you are the eyes and ears to our residents! Through civic league meetings, newsletters, neighborhood events and participation in City activities, you are a valuable asset to the residents of your neighborhood, and to City staff who rely on your for input and assistance.

Norfolk civic leagues are eligible to join the E.A.R.N.N. program to help promote recycling and environmental stewardship in their neighborhood, recieving monetary prizes through the accumulation of points and recognition at our annual Clean City Cookout.
